The Nether
One Nether block is eight Overworld blocks. Mob levels follow that stretch, so a portal at Nether (x, z) feels like Overworld (8x, 8z).
Around the hub (0,0, about 94 Nether blocks — the same reach as the 750-block Overworld starter) mobs are as weak as world spawn. Walk further and they step up on the same rings as the Overworld, compressed by 8. Mobs already loaded keep their old levels until they despawn.
In newly generated Nether chunks you may find diamond ore sitting next to ancient debris. It is uncommon. Old chunks stay as they were.
The Nether border grows when people vote, same as the Overworld.
